His being an FBI agent is probably what made it "news", otherwise, it'd likely be just another shooting.
It's debatable as to whether the agent had any legal authority to act. The FBI is authorized to enforce any federal law not directly assigned to any other agency. This incident took place in MD. One of the few instances in which an FBI agent can enforce state law is when the victim is an interstate traveler. I don't know if that would apply to a train passenger on a train from MD to DC. Also, I don't know if the train line is federal property with it being "DC Metro".
